I think it is the final Voyager version of Megatron.
Limited Edition Megatron.
The body is full of ICE because Megatron fall into ICE and found by Archibald Witwicky( Sam's Grand Grand Grand Father) in 1897.
The different between 2007 and 2009 Megatron is the vehicle mode.
2007 Megatron will transforme into a jet but 2009 Megatron will transform into a tank.
